Greater Awareness = Greater Influence

I don't think the one person one vote thing is a problem, because the higher stage of development someone is at, the more they will be able influence the world, through their understanding, compassion and involvement.  It is hard for greens to form a cohesive movement toward anything be their very nature, but us 2nd tier beings (especially turquoise) really tend to want to get involved.  I think this is actually a primary characteristic of third tier, actually, the desire to get involved for the sake of love, not just for the sake of change, like the greens.  Yellow have their maps and symbols and redicovery of values, but it's still a new toy to the and they tend to push it down everyone's throat.  Turquoise are autonomous little creation dynamos, but they don't always think in terms of the ecology of their society.  Third tier can't help but see themselves as a cog in the cosmic wheel, not just aware of their purpose, but living it so passionately that it burns down the underbrush of antiquated modes of being and makes way for something new.  This greater passionate means more than far more than the simple notion of one vote in the strictly political sense, because they are "voting" for evolution with their every act.
